Effective July 1, 2006 wineries must have an approved permit and pay sales and excise tax. If a WA state winery has a Domestic Winery permit, nothing additional is required. If an out-of-state winery holds a Wine Certificate of Approval (COA), there is no fee and only an endorsement is required. Out-of-state wineries must have a COA. The fees for obtaining a COA to ship to consumers only are: $100 license fee + $15 application fee + $5 trade name fee. Monthly reporting is required and there are no quantity limits.
Solicitation Limit
There are limits on advertising and sales solicitations made to consumers by wineries located outside of the consumer’s state of residence.
Offsite sales to this region are bound by the following solicitation limit: If a licensee advertises for or solicits consumers to engage in interstate wine shipments within this state, the licensee must include the wine shipper permit number or COA with endorsement number wit.
